China uses technology to repress its own people, official advocating for export controls on AI warns

China uses AI and other technology to repress and erase its history, so U.S. exports should be carefully restricted.

The Tiananmen Square massacre of 1989, in which hundreds or thousands of people were killed and many more were injured, has been successfully erased from Chinese society through the use of technology.

China Technology Transfer Control Act

Mark Green, a Republican representative from Colorado, has introduced the China Technology Transfer Control Act in an effort to restrict the export of cutting-edge technologies like artificial intelligence to China.

The purpose of this measure is to ensure that the United States maintains its position as the leader in technical innovation by stopping Beijing from using modern technology to oppress its own population. 

The proposed legislation would impose new restrictions on the export of materials used in the development of artificial intelligence systems, as well as those used in the development of robotics, biotechnology, computing, and internet-related services. 

These restrictions would also apply to materials used in the development of artificial intelligence systems.

According to Green, artificial intelligence is a major concern for U.S. national security because China is investing extensively in the field.

To what End is this Legislation being Proposed?

The purpose of the China Technology Transfer Control Act is to prevent Beijing from deploying advanced systems against its own populace by placing new restrictions on the export of technology from the United States to China.

If allowing the export of these items would help the Chinese military, compromise American security, or enable China to violate human rights or religious freedoms at home, export restrictions would be placed on them.

U.S. officials have taken action to limit the amount of technology they send to China and Huawei in particular. 

The Trump administration blacklisted Huawei last year because to national security concerns, thereby ending any possibility of future business dealings between Huawei and American companies.
